I'd suggest 'identical' rather than 'equivalent' [if that is true].
'Equivalent' is often used to suggest "this will give the same results if
given the correct parameters", etc.

Below is a draft proposal. The C2X draft with TS4a is not yet an N-doc, so
our proposal can't suitably reference it yet. Please go ahead and let me
know if you have suggestions for the (short) proposal. Then when the C2X
draft gets a number, I insert the number into our proposal, and send it
(incorporating any input from you) to WG14.
