[Cfp-interest 1341] FP_NORMAL

Since there appears to be some confusion on the meaning of FP_NORMAL,
I propose adding a footnote.

7.12#8: Add footnote: FP_NORMAL is all finite numbers other than
zero and subnormals.  Besides normalized finite numbers, there may be
unnormals and/or other kinds.
