[Cfp-interest] roundTiesToEven with two odd results

Printing the value 0.95 with one digit will be either.9 or 1. depending upon rounding.
Now, both of those are odd numbers.  So, it is hard to do roundTiesToEven for this case.
754 4.3.1 now covers this case by requiring that the result be 1.
