In looking at 754,  I do not find anyplace that indicates the significant digits ignore leading zeros.

I think

2.1.51 significand: ... A decimal or subnormal binary significand can also contain leading zeros.

would be clearer if it were changed to:

2.1.51 significand: ... A decimal or subnormal binary significand can also contain leading zeros,
which are not significant.
