[Cfp-interest] Part 2 submittal for publication

Part 2 passed the ISO DTS ballot, with no comment and all “yes” votes. For submittal for publication, I’ve made editorial changes like the ones the ISO editors made in Part 1. I’ve also included a few other editorial changes. The resulting draft is posted on the CFP wiki as
