[Cfp-interest] Part 1 update posted

I posted an update for Part 1 and, after removing the change bars, sent it to John Benito as WG 14 document N1664 for inclusion with the request to make our TS an official WG 14 work item.

The changes I proposed in an earlier email today are not included in this draft.
