[Cfp-interest] draft posted for Part 2 - Decimal floating-point arithmetic

I posted a 1st draft of our TS Part 2 (decimal) on the CFP wiki. We'll discuss it at our teleconference tomorrow. The draft is based on the 2008 Decimal TR, moved into the ISO basic template, updated to refer to new standards, and supplemented with decimal forms of the CFP extensions. This draft does not yet address defects in the 2008 Decimal TR reported by Fred.
