[Cfp-interest] DEC32_MIN et al

At our July teleconference we decided to change the representation of the Part 2 <float.h> constants to match the C model: 0.1E-94DF instead of 1E-95DF. However, the C standard uses the latter style for it's <float.h> constants. Since I don't recall our noticing this, I'm inclined to leave the constants as they are. Let me know if you disagree.
