[Cfp-interest] CFP TS Part 1 draft update

I posted an updated working draft for Part 1 of the CFP TS. It's http://wiki.edg.com/twiki/pub/CFP/WebHome/cfp1-20120206.pdf on the CFP wiki. The main changes are: 

* addition of the tgmath spec in clause 16

* changes for the constant/dynamic terminology for the floating-point environment and rounding modes in clause 11

* fixes, including ones noted in comments, mostly from Fred Tydeman and Joseph Meyers
