Is there an updated Part 2?  The latest one I see is Nov 10.
In particular, is the first paragraph on PDF page 9 still valid?
(It says radix is 2 for generic floating types).

In a couple of places in Part 2, the phrase "decimal type" is used.
I believe it should be replaced with "decimal floating type".
