[Cfp-interest] Part 1 update posted

I posted an updated working draft for CFP Part 1 on the CFP wiki. It's intended to have all the changes we agreed to at the April teleconference (see meeting notes).

Two issues are noted in the draft:

ISSUE 1: Forward references need to be added throughout.    
ISSUE 2: Review how constant rounding modes affect type-generic macros when macro replacement is, or is not, suppressed for the invoked function? Is the behavior good for users? Is it reasonable to implement? Does it fit well enough with C11?
