[Cfp-interest] CFP document ideas

I updated CFP_document_ideas.pdf in the CFP wiki Attachments to address 
decimal and to add some thoughts about how to get started on the real 
documents. Please provide feedback about the proposed division of the 
CFP specification by Tuesday (Nov 22).
