Suggestion for defining "significant digits" for character sequence
conversions interpretations of H:

for conversion FROM character sequences: the significant digits are those
starting with the most significant non-zero digit and ending with the 
least significant non-zero digit in the character sequence.
If all digits are zero, then the first zero if the one and only significant
digit.

for conversion TO character sequences: the significant digits are those
starting with the most significant non-zero digit and ending with
the least significant zero or non-zero digit in the character sequence.
If all digits are zero, then all are significant.
